elcome to our website. TOCA is a community- based organization dedicated to creating cultural revitalization, community health and sustainable development on the Tohono O'odham Nation. TOCA was founded in 1996 as a non-profit organization. TOCA has adopted principles that represent our approach to community development and guide our programs.
